Situated in Dubai’s City Walk district, the new campus for the Mohammed Bin Rashid School of Government (MBRSG) redefines the architectural typology of higher education within the Arab world. Established in 2005 under the patronage of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, MBRSG is the region’s first institution dedicated to research and teaching in governance and public policy. The relocation to a repurposed retail floor signals a bold institutional pivot—one that aligns with MBRSG’s forward-thinking ethos. JLL’s integrated project strategy, from site acquisition to project and cost management, enabled the realization of an innovative academic hub that blends civic ambition with spatial intelligence.
The design language of the campus leverages biophilic principles and adaptive reuse to create an ecosystem for critical inquiry and collaborative exchange. A former retail space spanning 17,343 square feet has been meticulously reimagined to accommodate a wide spectrum of academic and social functions: from flexible learning rooms and conference zones to a distinctive library, a recording studio, and over 40 office spaces. The inclusion of an expansive event terrace and café interlaces interior and exterior programs, encouraging permeability and engagement. Materially, the fit-out prioritizes sustainability—energy-efficient HVAC systems and low-impact materials shape a high-performance interior that aligns with MBRSG’s mission of public stewardship.
What emerges is a spatial framework that transcends traditional pedagogical settings—one where architecture becomes an active participant in governance education. JLL’s unified delivery model ensured that spatial, technical, and temporal complexities were orchestrated with precision. The result is more than just a campus; it is a civic platform that echoes the values of transparency, innovation, and collaboration. By embedding its institutional identity into the very fabric of its built environment, MBRSG positions itself not merely as a school of governance, but as a living laboratory for the future of public leadership in the Arab world.
